Merit badge counselor sign-off: how it works and how to keep it tidy
· The MySummitKeep team
Independent of Scouting America. Official counselor rules are in Scouting America’s merit badge counselor materials and the Guide to Advancement.
The short answer
A Scout talks to their unit leader, gets a counselor for the badge, and meets the counselor to complete every requirement as written. The counselor signs off each requirement once satisfied. Counselors must be registered with Scouting America, have completed Safeguarding Youth training, and be approved by the council for each badge they counsel. A unit can keep this organized with a digital blue card and a counselor list.
What a counselor must be
According to Scouting America’s “A Guide for Merit Badge Counseling”:
- Age 18 or older, of good character, with skills in the subject and good rapport with Scout-age youth.
- Registered as a counselor, with Safeguarding Youth training completed before registration (certificate attached to the adult application, along with the Merit Badge Counselor Information form).
- Approved by the local council for each merit badge.
- Registered annually with the council.
- No one-on-one sessions: a parent or guardian, or a second Scout and a second registered adult, must be present at counseling sessions.
- Requirements are met “exactly as written,” with nothing added or removed.
How the sign-off flows
- The Scout discusses the badge with their unit leader (traditionally with a signed blue card, or through Scoutbook).
- The Scout contacts an approved counselor and arranges a session with a second person present.
- The counselor coaches, checks the work, and initials each completed requirement.
- The unit records the completion and the badge is presented at the next court of honor.
In MySummitKeep
- Badge lifecycle from “not started” to “verified,” with a counselor review queue and a leader verification step. See merit badge counselors and the badge workflow.
- Digital blue card you can print as an official-form PDF (Summit).
- Counselor list you manage and can import from CSV.
- Sign-off by emailed link (Summit): when a counselor has no MySummitKeep account, a leader can email a secure link for one Scout and one badge. The email names the badge and unit but not the Scout; the page shows first name and last initial. The counselor ticks requirements, picks one completion date and attests. A unit leader then confirms each sign-off before it counts. Links expire (7 days by default), can be revoked, and every action is audited. The link is only sent if the counselor is active and approved for the badge, has current Safeguarding Youth training on file, has no youth link, is not the Scout’s parent, and has a usable email. See counselor sign-off by email link.
- Offline sign-off in Camp Mode for places without a signal (Summit). See Camp Mode.

FAQ
Does a counselor need an account?
Not for the emailed link. They do need to be a registered counselor.
Does the emailed link replace the blue card?
No. It is a way to collect the sign-off; the leader still confirms it.
Can the Scout’s parent be the counselor via the link?
No. The tool refuses it.
Who verifies the counselor’s credentials?
Your council. MySummitKeep only checks what is on your unit’s counselor record.
